SAFERs: Land Agencies that Have Been Used to Regulate the French Rural Land Market for Over 50 Years

French policies on farmland helped modernise the nation’s agriculture in the second half of the 20th century while retaining the underlying structure of family farming systems.

A review of interventions by SAFERs, mixed institutions that include representatives from the State, local governments and producer organisations, shows that it is possible to regulate land markets so that agricultural production structures can be adapted to serve everyone’s interests.
