Understanding policy engagement and the impact of a multistakeholder platform in Burkina-Faso. Case study.

In Burkina Faso, the land tenure system is based on both customary law and modern state law. Against the backdrop of rapid urbanization, land pressure, and growing real estate investment, this system has shown its limits. The existing legislative framework has allowed real estate developers to prioritise land acquisition and the sale of individual plots, including in rural and agricultural areas, rather than to construct affordable housing for the population, as intended by the legislator. In 2019, a multistakeholder platform – la Plateforme multi acteurs sur le foncier (PMAF) – was created to facilitate dialogue between stakeholders on land governance issues and to develop legislation in the country. This study identifies the lessons learned from the PMAF involvement in the reform of the real estate promotion law. This case study contributes to a larger Capitalisation of Experience that draws lessons learned from improving land governance through multistakeholder platforms for policy dialogue.
